DAGUPAN CITY – Scenes of the killer floods spawned by tropical storm “Ondoy” in Metro Manila on September 26 were replicated in the province of Pangasinan starting Thursday night until yesterday, with raging waters forcing residents to clamber to their rooftops to save themselves.

Continuous rains in the past two days compounded by the release of water from the San Roque Dam in San Manuel town swelled waterways, caused major dikes to give way, and swamped at least 30 towns and cities in eastern and central Pangasinan.

Residents described their communities as a virtual ocean. A year-old child drowned in Pampanga, and a 45-year-old woman died of cardiac arrest in an evacuation center in Nueva Ecija.

Villasis Mayor Nonato Abrenica said he had never before seen waters reaching as high as the torrents that swallowed his town on Thursday.

“This is the first time something like this happened, as far as I can remember. The people were so terrified, and they ran away from their homes when they saw the waters rising,” Abrenica, 56, said when reached by phone yesterday.

In the farming town of Tayug (pop.: 50,000), all 21 villages were flooded when the swollen Agno River breached its banks. Some 2,800 families were evacuated.

“This is the first time the entire town was flooded. Even the main roads, which are on high grounds, are impassable,” Mayor Carlos Mapili said.

Lieutenant Colonel Ernesto Torres, spokesperson of the National Disaster Coordinating Center (NDCC), admitted yesterday afternoon that government resources had been spread thin because of the widespread damage wrought by Ondoy and the persistent “Pepeng,” as well as the rescue, rehabilitation and relief work going on at the same time.

“Although we conducted preemptive measures, like information dissemination, early evacuation and early deployment of rescue units, we were still short on resources because of the widespread effects of the typhoons,” Torres said.

“But somehow, the effects of Typhoon Pepeng were mitigated by our preemptive measures,” he said.

10,000 families rescued

Provincial information officer Butch Velasco said rescue teams from the Philippine National Red Cross (PNRC), Coast Guard, Navy and Subic Bay Metropolitan Authority arrived in Pangasinan to augment the provincial government’s four rescue contingents, which had been working in submerged barangay since Thursday night.

“There’s so much devastation. So many people are on their roofs helpless,” Velasco said, adding that at least 10,000 families were rescued on Thursday night.

Velasco said frantic appeals for help through text messages and phone calls had streamed into the Provincial Disaster Coordinating Council (PDCC) office in the capital town of Lingayen.

“We were overwhelmed by the extent of the flooding and the number of people affected,” he said.

Vice Governor Marlyn Primicias-Agabas appealed for help in the rescue effort.

Early yesterday morning, the Philippine military deployed air and sea assets to rescue residents in northern Luzon.

In Manila, Senator Richard Gordon, the PNRC chairman, said hundreds of volunteers were preparing relief goods for distribution to displaced families in Pangasinan, Nueva Ecija and La Union.

He said a total of 27 rubber boats had been sent to Central Luzon provinces.

At Gordon’s request, the US Agency for International Development dispatched to Pangasinan six rubber boats, four heavy-duty trucks of the US Marines, two M35 vehicles and two assault speedboats, a rubber boat from the Philippine military’s Special Forces, two Marine amphibian vehicles and five vans.

The US military also deployed 10 CH-46 Chinook helicopters to assist Philippine rescuers in reaching severely affected areas.

Dam waters

Flooding began in eastern and central Pangasinan on Thursday when the San Roque Dam opened all of its six spillway gates to release excess water into the Agno River.

Governor Amado Espino Jr. ordered the evacuation of residents along the river as early as Thursday afternoon.

The swelling of the Agno River coincided with the rise in water level in the other river systems of the province, causing the massive flooding.

Rampaging waters from the dam also breached dikes along the river, flooding the business districts and major roads in the towns of Rosales and Villasis.

A flood dike in Sison town was also breached by the strong currents of the Bued River, which flows along Kennon Road.

In an advisory yesterday, Tom Valdez, vice president for corporate social responsibility of the San Roque Multipurpose Project, said the water discharge rate at the dam had been reduced to 1,600 cubic meters per second (cms) from the more than 6,000 cms it was releasing Thursday night.

Valdez said no rainfall was expected in the watersheds of Binga and Ambuklao dams in Benguet. The San Roque Dam catches water discharged from the two dams, located upstream of the Agno River.

But he said San Roque Dam’s water level was still 289.1 meters above sea level (masl), just a meter from its maximum elevation of 290 masl.

Waters at rooftop level

Villasis Mayor Abrenica said the waters started to rise on Thursday afternoon, shortly after town officials received word that the San Roque Dam was about to release its reserves.

“They advised us, but the water rose very, very quickly. We started evacuation [Thursday] but some hard-headed residents refused,” he said.

Abrenica said the floodwaters leveled with the rooftops by 10 p.m. Thursday, trapping residents and isolating the town.

He said some 2,500 residents had been evacuated, with most of them taken to the town hall.

“San Roque’s strategy was wrong. Their timing was off. They should have gradually released water while Pepeng was still in the area, instead of releasing it one time,” Abrenica said.

In Tayug, where the floodwaters devastated rice crops ready for harvest, Mayor Mapili recalled that the last time the town’s main streets were flooded was in 1972, when raging waters breached a dike in Natividad.

The floods started to subside at noon yesterday, when the rains finally stopped.

But Barangay Agno along the Agno River, remained under chest-deep waters as of yesterday afternoon, according to Barangay Chair Rolando Millan.

No rubber boats

Officials of Mangaldan town begged for rubber boats starting on Thursday night but were told none was coming.

“All trucks from the provincial government bogged down. We’re waiting for the waters to subside so at least we can provide [our constituents] food and shelter. We’re doing what is expected of us. But right now we are overwhelmed,” Councilor Joseph Cera told the Inquirer.

Westly Rosario, chief of the Bureau of Fisheries and Aquatic Resources Center in Dagupan City, said he and his team tried to reach residents trapped on their rooftops in Barangay Salay in Mangaldan but that they could not get through because of the strong currents.

Roads leading to, as well as the ground floor of, SM City Rosales were flooded, and officials of SM City Clark (SMCC) organized a rescue team to help trapped employees and customers.

SMCC information officer Venus Manalang said a helicopter was hired so a team could deliver food and bottled water to the people trapped in the shopping mall.

Ilocos Sur, Nueva Ecija

In Ilocos Sur, at least 326 villages were flooded, according to PDCC reports.

The Bucong and Oaig Daya Rivers in Candon City overflowed and flooded the city proper.

At least 34 families living on the riverbanks were taken to the City Hall as the waters started to rise. Eight barangay along the rivers’ paths were submerged.

Candon Mayor Allen Singson said the impact of the flooding could have been minimized had the Department of Public Works and Highways pursued the P100-million flood control projects requested by the local government.

In Nueva Ecija, 15 towns and four cities were submerged because of the continuous rains and the release of excess water from the Pantabangan Dam starting Thursday.

Roads were flooded in Cuyapo town and San Jose City. A portion of the highway in Barangay Putlan in Carranglan was closed to traffic because of a mudslide.

Governor Aurelio Umali said the provincial government had started rescue and relief operations and sent out teams on rubber boats and dump trucks to at least 144 flooded barangay.

Umali said the worst-hit areas were the towns of Cuyapo, Aliaga, Guimba, Licab, Quezon, and Sto. Domingo, Talavera, Zaragoza, Sta. Rosa, Jaen, San Antonio, San Isidro, Cabiao, Rizal and Bongabon and the cities of Cabanatuan, Muñoz, Gapan and Palayan.

He said a 45-year-old woman died of cardiac arrest at the evacuation center in Rizal town.

Umali said some 180,000 residents had been evacuated. Those reached by mobile kitchens were served food and given relief goods.

Pampanga, Tarlac
In Pampanga, one-year-old Rodalyn Macalino drowned in Masantol town and more than 90 riverside and low-lying barangays were submerged.

Antonio Nangel, operations manager of the Upper Pampanga River Integrated Irrigation System, said the water level in the dam was at 220.64 meters yesterday morning and the release of water was 700 cms. The dam’s spilling level is 221 meters.

In Tarlac, Gov. Victor Yap ordered the evacuation of residents from low-lying areas.

At least 1,000 residents of Paniqui and San Manuel towns were taken to evacuation centers as early as Thursday.
